VACS is a web-based Availability Management System that:

Enables emergency planners at all levels to manage critical personnel availability in real-time.
Determines whether the minimum personnel/skill requirements have been met, in any given situation, so that a go/no-go decision can be made in response to an emergency call.
Communicates the state of readiness to all personnel which allows them to change their availability status if they are able to, enabling a change to the overall availability status of a service.

VACS is an active monitoring system which indicates availability before a call-out. By communicating the real-time response status to the whole team, it pro-actively influences the whole response availability and can actually change a non-response situation into a fully available service. Ultimately it can be the difference between a fire-fighting unit attending an incident or not.
